What We Do
Ceto brings together more than four decades of experience in economics, environmental science, coastal systems, and land use planning. We help communities, public agencies, legal teams, and project partners make sense of complex questions about environmental change, natural resources, people, and the economy. By combining rigorous analysis with practical insight, we help our clients understand trade-offs, evaluate risk and public benefit, and make informed decisions about what comes next.

Ceto studies how people use and access beaches, parks, recreation areas, and other public resources. We combine visitation data, surveys, demographic and spatial analysis, and economic methods to understand visitor behavior, recreational demand, access barriers, equity, and the value of public use.

Ceto provides independent technical and economic analysis for regulatory review, policy development, permitting, and legal matters.
